In 2005 a Brazillian court was trying to block access to a specific YouTube video through the ISP’s. The ISP’s said they didn’t have that technology in place and would have to block the entire YouTube site.

Canadian ISPs to block illegal content
Canada's largest internet service providers have announced that they are installing filters to block illegal child exploitation content from their customers.
The participating ISPs, which so far include Bell Aliant, Bell Canada, MTS Allstream, Rogers, SaskTel, Shaw Communications Inc., TELUS, and Videotron. The ISPs, all of which are carriers, have the overwhelming majority of Canadian internet access subscribers.

Online users in Brazil – both adults and kids alike – are more likely to see the Internet as a place to have fun and develop friendships. They are much more likely to be socially active online (compared to all other countries except China). But with their increased activity, Brazilian online users also justifiably express a higher degree of concern about the safety of kids online. This higher level of skepticism and scrutiny appears to translate into a few added protections of their personal information when surfing the Web
